Strategic Executive: Mr. FN Hambuda

The Department’s mandate is to provide health services and promote economic development in the City of Windhoek. Services include food and water sampling, pest and environmental pollution control, identifying and implementing projects that address community needs, to the promotion of small, micro and informal businesses as well as business attraction, retention and expansion through investment promotion, both local and foreign.

The Department is also responsible for the development and maintenance of sporting facilities, swimming pools, open spaces, bush clearing, recreational areas, cemeteries, parks and gardens and the general upkeep of street trees and traffic islands.


This Department comprises the following Divisions:


Economic Development

The Emergency Management Division provides services that include suppression, fire prevention, emergency medical services, heavy rescue, water rescue, hazardous material response and community awareness safety education in an effort to enhance the safety and quality of life for the people of the City of Windhoek.

The Health Services Division forms part of the Department of Economic Development and Community. We aspire to be recognized as a forerunner in attaining excellence in the services we provide. This is our commitment to the facilities we regulate, the general public and our customers in order to enhance the quality of health in the City.

Parks and Gardens

The purpose of the Parks & Recreation Division is to beautify the City through the provision of professional horticultural services, establishing and maintaining exceptional parks, cemeteries, sport and recreational facilities to meet the needs of the growing population and to ensure neat, safe and secure public open spaces through effective bush control services.

Solid Waste Management

This Division is tasked with ensuring that all solid waste generated in the City of Windhoek is effectively and efficiently managed and that the resources are utilized optimally. This responsibility includes, amongst others: emptying of the green wheelie bins at households and businesses cleaning of open spaces transporting waste to the designated landfill sites managing the proper utilization off all landfill/satellite in the city The Division also has the responsibility of implementing appropriate waste management systems, which are affordable and serve the needs of the residents, and the periodic review of such systems to ensure continual efficiency in line with a Solid Waste Management Policy and Regulation.
