Mayor of the City of Windhoek, 1 December 2014

Cllr. Muesee Kazapua

Born in Windhoek in 1980, Muesee Kazapua is the last born of the late Ismael Kauandenge and Ms Landine Kanguu Kazapua. Muesee, rose from a humble beginning, brought up by his grandmother, Orpa Karumberue Kazapua, who was also a community activist, in the then dusty Katutura. Muesee picked his political inspirations from SWAPO Party icons, late Rev. Tjirimuje, his late uncle Job Kazapua and late Aaron Tjatindi of SWANU.

Muesee’s passion for civic responsibility arose at a tender age of eight years in 1988 in Windhoek’s, Katutura suburb, when he joined the SWAPO Party Pioneers Movement, the ruling SWAPO Party’s children platform. Muesee gathered his political acumen by attending SWAPO Party’s public lectures, rallies, seminars and meetings. While at Augustinium Secondary School, Muesee joined the Namibia National Student Organization (NANSO) in 1996, together with the likes of current Deputy Minister of Health and Social Services, Juliet Kavetuna, and National Youth Council Executive Chairperson Mandela Kapere. He secured his SWAPO Party membership card when he reached the age of 18 years and has been an active member of the Party’s Youth League. After completion of high school in 2000, Muesee became a youth volunteer at the National Youth Council which was then headed by Pohamba Shifeta, the current Minister of Environment and Tourism, a responsibility he carried for 10 years. At that youthful age Muesee’s active political career started with his involvement in student affairs and youth leadership activities, which he served in many capacities. In 2005, Muesee was elected Chairperson of the Khomas Regional Forum and later on was elected as a Board member of the National Youth Council.

At international level, Muesee represented Namibia at the Regional Youth Caucus for the Commonwealth Youth Programs Centre, based in Lusaka, Zambia, from 2005-2007. He also served as a member of the Interim Committee of the ECOSOCC, a youth advisory structure of the African Union, from for 2005 and 2006. Muesee was appointed as the Head of Networking and International Relations at his full time employer, the National Youth Council in 2007, the positions he holds to date. Further, Muesee was appointed as the African Coordinator for the World Assembly of Youth (WAY) an international body for the world youth, with headquarters in Melaka, Malaysia. He was seconded to Melaka between November 2009 and April 2010

Muesee is the youngest member of the Windhoek City Council, representing the ruling, SWAPO Party. He joined the City Council in 2010 following the local authority elections held in November 2010. He served as a member of the Council’s Management Committee in 2011, before his election as the Deputy Mayor of the City of Windhoek in December 2012. Muesee served as a member of the SWAPO Party Youth League Central Committee, having served for two consecutive terms (2010 and 2012). Before that, Muesee rose to the following ranks: elected as Section Secretary for the SWAPO Party’s Menesia Ruhumba Section of Katutura Central, Information and Mobilization Secretary for the SWAPO Party’s Aaron Tjatindi Branch, Katutura Central, Secretary for Information and Mobilization of the SWAPO Party’s Katutura Central District and Information and Mobilization Officer of the SPYL: Khomas Region.

Muesee is currently involved with the social upliftment programs involving youth empowerment projects and a mayoral outreach program involving provision of food and other materials to kindergartens. He holds a Diploma in Youth Development, a Certificate in Local Government Administration and a Certificate in Result-Oriented Management in Public Service, from ESAMI.
